Office Toolbar Come Home

Step back one pace

When you upgrade to Office 2003, the Office toolbar is removed from your computer and Office 2003 does not include a newer version.
(Office Shortcut Bar Is Not Included in Office 2003 KB 822573 and KB 830180)

If you use the Office toolbar, you can reinstall it.

Run setup for the older version of Office and choose a custom install and only install the toolbar.

Dummies.com has an article: Creating Your Own Toolbar in Office 2003

Here's a take from TechTrax What?? No Office Shortcut Bar for Office 2003??

If you prefer to try some newer toolbars, try the TrueLaunch bar. Another substitute is the Jet toolbar. You can find it at most shareware sites.

I haven't seen any messages from people using it in Vista or 2007

The Office Toolbar from Office XP can be used with Office 2007 (I am using it with Office 2007 RTM). However it will need to be reinstalled (settings thankfully remain) after Office 2007 is installed since Office 2007 will remove the toolbar. To reinstall run office XP install, select custom and select the toolbar only for installation.
